That is a user rights issue that we can quickly correct.
Go to Start > Computer > C Drive > Programs > Business-in-a-Box. In the Business-in-a-Box folder locate the BIB.exe file, right-click it, and then select Run as Administrator.
Now you can return to Business-in-a-Box, select Upgrade > Download Additional Language Editions > Chinese/French/Spanish/English/Arabic/Italian Library.
You should now be able to download the additional library without a problem.
